Legislative Drafting is an asynchronous online course for fisheries policy and legal professionals interested in knowing how to draft regulations, decrees, or other types of legislation on coastal fisheries. No prior knowledge of coastal fisheries or legislation is required. This course covers drafting and analysis techniques, including how to draft clearly and unambiguously, how to organize concepts logically, and how to convert policy proposals into legislation. The course is divided into two phases, each with five sequential modules. Each module in Phase I contains some combination of a short video lecture, quiz, exercise, or reading. Participants will work at their own pace, but should expect each module to require approximately two hours or less to complete the reading, watch the video, and/or do the exercise or quiz. After completing Phase I, participants can opt to continue or not to continue to Phase II. Phase II’s five modules are more writing intensive, with participants building out their own draft regulation and receiving personalized feedback along the way. As in Phase I, each module in Phase II should take approximately 3 hours or less to complete. Course participants will receive a certificate of completion at the end of each phase of the course.
